Hertfordshire Regional Planning Report 1927
In January 1925, Albert Freeman (taken from his diaries) who was surveyor to the Rickmansworth Highways Board District of Rickmansworth Urban District Council was working on plans for the North Orbital Road and indeed on January 20th 1925, Alfred Freeman saw a Mr Dogworth to reference the route of the proposed “North Orbital Way” Albert Freeman had made tracings of the proposed route that he posted that night. On January 24th 1925 Albert Freeman went to Cedars Estate (Chorleywood) Shepherds Farm putting up red flags on route of proposed North Orbital Road. The meeting of Highways Committee and also with Captain Lawford and Mr Scot (surveyor) of Chorleywood UDC was to inspect the proposed route of Orbital Road at the junction of the two Urban Districts.
1925 January 24th
Albeert Freeman was at Cedars Estate(Chorleywood) Shepherds Farm putting up red flags on route of proposed North Orbital Road. Later on in this day there was a meeting of Highways Committee with Captain Lawford & Mr Scot (surveyor) of Chorleywood UDC to inspect the route of Orbital Road at junction of the two Urban District. Committee afterwards walked over route to Long Lane farm.

1925 September 29th, Albert Freeman was in Town (aka London) by 10am train for a meeting at the Ministry of Health with draft plans for the new sewer on Copthorne Road and then to the Ministry of Transport regarding the plans for the proposed North Orbital Road.
Regional Planning Proposals 1927
In 1927 The County of Hertfordshire published their Regional Planning Scheme. It was very ahead of its time as the proposed route loosly followed what we know of today as the M25 London orbital motorway. The proposed new road from Croxley Green / Watford is where you will see Links Way and Rlousebarn Lane nowadays.
